There is no long-term data available indicating that laser or light is harmful to a foetus, but as it is not medically necessary, it is recommended waiting until after the birth of your child before undergoing laser treatment.
Plus, due to the mood changes and increased irritability during pregnancy laser hair removal might turn out to be a painful procedure for some women. Also due to risk of complications not relating to laser hair removal but due to pregnancy itself some laser hair removal clinics do not take up pregnant patients.
